There was no claim for material damages there. Keating's 1996 <a href="http://apology.west.net.au/redfern.html" rel="nofollow">Redfern speech</a> is a pretty good model for taking responsibility for the current situation and expressing regret for how things got that way, although it's also a bit paternalistic in places.
