On the &lt;strike&gt;apology&lt;/strike&gt; non-binding expression of regret, I wonder why no one has called Nelson (and Howard) on their insistence that Japan apologise for bombing Darwin and PNG. There was no claim for material damages there. Keating&#039;s 1996 &lt;a href=&quot;http://apology.west.net.au/redfern.html&quot; rel=&quot;nofollow&quot;&gt;Redfern speech&lt;/a&gt; is a pretty good model for taking responsibility for the current situation and expressing regret for how things got that way, although it&#039;s also a bit paternalistic in places.</description>
